HUMAN RESOURCE MANAGEMENT AND DEVELOPMENT OFFICER– FIVE (5) POSTS – V/NO. 62 /2021

 Gross Salary:  Ksh. 121,851 – 185,534 p.m                                            

(Salary includes 60% basic pay and 40% allowances)

Annual leave: 30 working days per financial year

Medical Cover: As provided by the Commission

Terms of service: Three (3) years contract renewable subject to satisfactory performance

 Qualifications

For appointment to this grade, a candidate must have a Bachelors degree in any of the following Social Sciences- Human Resource Management, Public/Business Administration, Government, Sociology Economics or any other relevant qualification from a university recognized in Kenya.

Responsibilities

 Duties and responsibilities at this level will include:

  • Analyzing and processing human resource management & development requests and issues emanating from Ministries, Departments and Agencies (MDAs) and preparation of agenda and briefs to facilitate decision making;
  • Assisting in collection, collation, analysis and filing quarterly reports on human resource management & development data from MDAs and preparation of compliance reports on functions handled by MDAs under delegated authority;
  • Participating in formulation of human resource management and development policy, regulations and guidelines for the public service;
  • Participating in preparation of budgetary proposals and cash flow projections for the activities;
  • Participating in carrying out research on best practices in human resource management and development for replication in the public service for enhancement of efficiency and effectiveness in service delivery;
  • Maintenance of up-to-date data on human resource management and development in the public
  • Participating in Compliance Audits, Investigations, Monitoring and Evaluation on the organization, administration and personnel practices in the public service; and
  • Implementing and evaluating policies, systems and procedures to effectively discharge the functions of the compliance directorate in accordance with the strategic goals of the Commission;
