The Embassy’s role is to deepen bilateral political relations between Ireland and Kenya, serve the needs of Irish citizens and those looking to visit Ireland, strengthen trade and investment opportunities between our countries and support the strengthening of institutional partnerships that respond to the development needs of the country.

The Embassy wishes to contract the services of a full-time Programme Manager to work with the Embassy team, in support of the management, oversight and implementation of the country programme. 

This is a senior position based at Embassy Nairobi and covering all four countries of accreditation: Kenya, Somalia, Sudan and Eritrea.

The Embassy is seeking a highly motivated and experienced manager with excellent knowledge of international development issues, substantive experience at a senior management level and, ideally, knowledge of the Horn of Africa.

The Mission is looking to recruit a Programme Manager on a two-year contract. 

Overview of Role

The Programme Manager will report to the Deputy Head of Mission/Head of Cooperation and will have particular responsibility for country programme components including our education, agriculture and private sector development programmes; small grant funding; humanitarian engagement; mainstreaming Ireland’s international development policy priority areas (including gender and climate); and, monitoring, evaluation and learning. The role includes responsibility for assessing programme partners’ proposals and monitoring of agreed programme outcomes using a whole of embassy approach. A critical understanding of the determinants of good governance, gender equality and human rights and their application and relevance to the political and governance context in Africa will be essential.


  • Support the implementation of Ireland’s Foreign Policy and Development Strategies, including The Global Island: Ireland’s Foreign Policy for a Changing World; Ireland’s international development policy A Better World and Global Ireland: Ireland’s Strategy for Africa to 2025 in the region.
  • Work with the management and programme team to implement the Embassy’s development cooperation strategy.
  • Participate in the management team of the Embassy and contribute to the overall planning and work of the Mission, including by providing policy advice and recommendations to senior management.
  • Lead and manage programme officer and other staff as appropriate and effectively contribute to overall strategic planning, annual business planning and reporting as well as staff performance and development. Work across the embassy priorities to ensure a coherent and joined up approached to our overall mission (e.g. development, trade, consular, political).
  • Other duties as may be required.


  • Candidates must have a post graduate qualification in international development, international relations, economics, or social development and international development experience in areas  of relevance to the requirements of this position
  • Candidates must have at least 5-10 years relevant professional management experience, with significant experience in one or more of the sectoral/thematic areas outlined above and including previous responsibilities in an international and/or regional setting.
  • Experience of financial analysis and budget management.
  • Knowledge, skill and experience in the identification, design, implementation and appraisal of impactful development cooperation programmes.
  • Experience conducting policy analysis and providing policy advice to management on a range of relevant policy priorities.
  • Critical understanding of international development best practice including the determinants of good governance, gender equality and human rights and their application and relevance to the political and governance context in Africa.
  • Skills and experience in successful partnering and engagement with local and international civil society organisations, UN agencies and a broad range of stakeholders working in Africa.
  • Excellent interpersonal and networking skills; advanced communication skills, with the ability to quickly distil and synthesise complex information in writing;
  • Computer literacy and information management skills.
  • Willingness and ability to travel regularly in Kenya and the region.
  • The successful candidate must have a legal entitlement to live and work in Kenya prior to recruitment.

Terms and conditions of employment:

The successful candidates will be hired on a 2 year fixed-term contract and will be based at the Embassy Nairobi office.

The salary for the position is 4,658,646Ksh per annum, paid locally on a monthy basis. Salaries are paid direct to a bank account; therefore, the successful candidate must have a bank account.

The positions will have an annual leave allowance of 21 days per annum, exclusive of public holidays, adjusted pro rata.
