Physical Planning Director Job, County Government Jobs March,

Pursuant to Constitution of Kenya 2010 Chapter 13 section 235 and County Government Act 2012 section 59 (1) (a) and (b), the County Public Service Board of Marsabit wishes to recruit competent and qualified citizens to fill the following positions in the County Government of Marsabit.

Duties and Responsibilities

The Director Physical (Spatial) Planning will report to County Chief Officer incharge of Lands and Urban Development for organizing management and administration of the Physical Planning Function. Specific duties will include:

  • Implementing of the Physical Planning act (cap286), the Physical Planners Registration Act 1996, and urban areas and cities act no.13, 2011;
  • Providing advice to the County government on physical planning matters;
  • Formulation and review of regional and local physical development policies, guidelines and strategies, developing, implementing and evaluating the national spatial plan;
  • Reviewing and certifying regional, county, metropolitan, urban, rural, techno cities, resort cities and special economic zones physical development plan;
  • Proving guidelines for regulating use of land;
  • Ensuring proper physical planning practice in cities, metropolitan and urban/rural areas;
  • Initiating research and innovation on urbanization strategies and policies and any other matter related to physical planning;
  • Operationalizing and facilitating the physical planning liaison committee;
  • Providing guidance on matters arising out of the annual state of planning reports;
  • Planning and managing physical planning projects/programmes at the county and national levels;
  • Collaborating with the national lands commission and county government on matters related to land
  • Collaborating and partnering with local, regional and international
  • Developing, implementing and realizing strategic plans and
  • Managing and maintaining physical planning data;
  • Preparing and implementing the performance targets work plans and
  • Overseeing planning and budgeting for the
  • Mobilization of resources for the
  • Managing, mentoring and developing
  • Any other lawful duties as may be assigned from time to time by your


For appointment to this grade, the candidate must:

  • Be a Kenyan citizen
  • Have a Bachelor’s degree in any of the following disciplines: – Urban and Regional Planning, Urban Planning or Town Planning from a recognized institution;(Master’s degree in any of the following disciplines: Urban and Regional Planning, Urban Planning, Regional Planning, Town Planning, Transport Planning or Spatial Planning from a reliable institution will be an added advantage);
  • Minimum seven (7) years’ experience in the relevant field, 3 years of which should be at a senior management position
  • Be a registered physical planner registered with Physical Planners Registration Board and a corporate member of Kenya Institute of Planners or Architecture Association of Kenya (Town Planning Chapter);
  • Have a certificate in computer application skills from a recognized institution;
  • Demonstrate professional ability, high integrity and competence matched by a proper appreciation of the country’s socio economic development needs at the national, sectorial and focal levels; and
  • Demonstrate ability to interpret and apply the Physical -Planning Act (Cap. 286) and other related statutes in line with the National vision and
  • Have ability to work in a multi-ethnic environment with sensitivity and respect for diversity;
  • Demonstrate understanding and commitment to the values and principles as outlined in article 10 and 232 of the Constitution of Kenya, 2010;
  • Satisfy the requirements of Chapter 6 of the Constitution of Kenya, 2010
