The Commission seeks to recruit a qualified and competent person to fill the following position which will be based at the Commission’s headquarters in Nairobi:
PROCUREMENT OFFICER (ONE POSITION)
Overall Purpose of the Job:
This Position is responsible for the oversight of Supply Chain Management function of the Commission, inclusive of movement, storage, and issues of supply and services from
origination to consumption. The role also ensures that procurement is done in accordance to Public Procurement and Disposal Act (2005), rules and regulations.

Procurement Officer Job Responsibilities:

  • Develop and implement internal procurement procedures and policies;
  • Advise on and implement structures to ensure compliance with requirements of the Public Procurement Act and Regulations;
  • Consolidate the Commission’s procurement plan in accordance with its budgetary allocation and requirements;
  • Develop the procurement unit’s annual work plan and budget for review and inclusion into the Directorate’s overall work plan and budget;
  • Provide advisory services to Management and the Commission on procurement and logistics matters;
  • As a member of the prequalification’s and initiate the procurement process that includes the publish of procurement opportunities’
  • Prepare procurement specifications and initiate the procurement process that includes the publishing of procurement opportunities;
  • Liaise with the legal section in writing up contracts and the terms of sales;Coordinate progress of orders already placed with suppliers for timely delivery’
  • Monitor and report on procurement status;
  • Oversee the inspection and acceptance of suppliers in line with approved processes;
  • Ensure proper record and safe custody of all procurement documents;
  • Assist in the development of a computerized procurement system;
  • Manage the supplier relationships for the Commission;
  • Resolve disputes and claims with vendors and suppliers;
  • Participate in the disposal of surplus, obsolete or unserviceable assets at includes publishing disposal opportunities;
  • Continuously monitor, evaluate and make recommendations aimed at improving supplier performance;
  • Propose the memberships of all Committees involved in Procurement to the Commission Secretary for appointment;
  • Conduct periodic annual stock taking.

Qualifications for the Procurement Officer Job

  • A Bachelor’s degree in Social Science or its equivalent preferably with a bias in Supplies Management or Procurement or related disciplines from Recognized University;
  • Diploma in Purchasing and Supplies from recognized Institution;
  • Membership to a Professional body and possession of current practicing license;
  • Possession of Master’s Degree in Procurement shall be an added advantage;
  • At least five (5) years of experience in a busy Organization, preferably in Public
  • Advanced technical skills in Management, Finance, Procurement and or related discipline;
  • Strong managerial skills and ability to lead teams to attain departmental goals.
  • He/She must be a person of integrity, demonstrate excellent interpersonal skills and be a team player;
  • Strong managerial skills, including motivating, developing, coaching and leading teams;
  • Competent, organized, excellent interpersonal and communication skills;
  • Excellent knowledge of relevant basic computer applications and ;
  • Ability to work in a team modulated and collaborative environment.
