JOB DESCRIPTION

The Senior Human Resource Management Officer will be responsible to the Assistant Director Human Resource Management & Administration for implementation of human resource policies, strategies and systems for realisation of an effective management of the human resource function.

Specific duties and responsibilities will entail: –

  • Interprete and implement human resource management policies, laws, regulations, procedures and strategies;
  • Make proposals on human resource planning and succession management;
  • Make appropriate recommendations for Human Resource related decisions.
  • Advise the staff on day-to-day human resource management matters;
  • Participate in the recruitment and placement of staff;
  • Implement staff training and development programmes;
  • Implement the Commission’s Performance Management framework;
  • Facilitate administration of relevant employee schemes and other retention programs;
  • Implement staff wellness programs;
  • (x) Maintain safe custody of personnel records
  • (xi) Execute human resource strategies, policies and programmes;
  • (xii) Analyse staff performance and career progression management and incentive systems;
  • (xiii) Any other duties as may be assigned from time to time.

JOB SPECIFICATIONS

For appointment to this grade, a candidate must: –

  • Have served in the position of a Human Resource Management Officer I or in a comparable position for a minimum period of four (4) years;
  • Have a Bachelor’s degree in any of the following disciplines: Human Resource Management, Business Administration (HR option) or equivalent qualification from a recognized institution;
  • Post graduate diploma in the following disciplines: – Human Resource Management, Human Resource Development or its equivalent qualifications from a recognised institution;
  • Be a member of the Institute of Human Resource Management in good standing;
  • Have a Certificate in Management course from a recognised institution;
  • Meet the requirements of Chapter Six (6) of the Constitution on Leadership and Integrity; and;
  • Demonstrate professional competence and administrative capability as reflected in work performance and results..
